The lucky winner, 75-year-old Donna Osborne of Lancaster County, said that winning this prize came just in time for her birthday. She said it was also a bittersweet win for her because she just finished radiation treatment for breast cancer.

“I was at the airport with my daughter. We were on our way to see family in Florida when the flight got delayed. Well, it was delayed so many times, I decided to go home. My daughter stayed and flew to Florida,” said Osborne. “If I didn’t leave the airport, I would have never bought that ticket!”

Osborne said she scratched the ticket at the Speedway parking lot.

“I could not believe my eyes!” said Osborne. “I went back into the store and said, ‘Can you please check this? Is it right or wrong?’ Well, the clerk said, ‘It’s right!’”

Osborne said she immediately called her daughter, who was in Florida, to tell her the great news.

“She didn’t believe me,” said Osborne.

Osborne, a grandmother and great-grandmother, said she provides transportation for the Amish for a living and has been doing it for decades. She said she doesn’t plan to retire anytime soon.

“I don’t know what I’d do with myself, I have to keep moving,” she said. “I think I’ll invest some of the prize, sure, but then go to Alaska!”

“We wish Donna the best of birthdays as we celebrate her for winning this big Scratch-Off prize,” said Secretary of Revenue Pat Browne. “Donna told us that she’s been playing the Lottery for a long time, and it’s thanks to players like her that the PA Lottery is able to not only create millionaires but also help seniors live a good life.”

The PA Lottery Scratch-Off, MONOPOLY Own It All, went on sale on December 26, 2023, and is a $50 game that offers top prizes of $5 million.

Scratch-Offs are distributed at random, meaning the Pennsylvania Lottery and its retailers do not know where winning tickets will be sold. The Lottery learns where winning tickets are sold only after a prize has been claimed.

To determine if they have won a prize, players can review the ticket, scan it at a Lottery retailer, or use the Ticket Checker feature on the Lottery’s Official App. Winners should immediately sign the back of the ticket, call the Lottery at 1-800-692-7481 and file a claim at the nearest Lottery office.

Prizes must be claimed, and tickets validated before winners can be identified. Scratch-Off prizes expire one year from the game's end-sale date posted at palottery.com.
